Article 3 — Apostille replaces Legalisation. The receiving State must accept the Apostille issued by the sending State's Competent Authority as sufficient proof of the (a) signature, (b) capacity of the signatory, and (c) seal or stamp — no further consular legalisation may be required. Thai documents Apostilled by the Consular Affairs Department are accepted directly in any Hague member state — the destination embassy step is no longer required, cutting the workflow from four steps to three and saving 5-10 business days.

Article 6 — Competent Authority. The sending State designates the authorities competent to issue Apostilles and notifies the Depositary (Netherlands MFA). Thailand designated a single Competent Authority: the Department of Consular Affairs, Ministry of Foreign Affairs. Apostilles issued by any other body — a Thai Notary Public, private lawyer, or provincial office — are legally invalid abroad. Only the Bangkok Chaeng Watthana consular office may issue them.
