It verifies the signature and seal of a Thai government office (Amphoe, hospital, university, police, court, MoJ) so the document can be used overseas — or, in reverse, certifies that a foreign document already authenticated by its home embassy in Bangkok is valid for use inside Thailand. Foreigners need it when (a) they hold Thai-issued certificates (marriage, birth of a child in Thailand, work permit, criminal record check) and need them recognised in their home country, or (b) they bring foreign documents to Thailand for visa, marriage registration, work permit, school enrolment, or property transactions.

- Outbound (Thai → overseas): MFA stamp on a Thai certificate that has already been issued in Thailand. Required by virtually every destination country that has not joined the Apostille Convention with Thailand bilaterally.
- Inbound (Foreign → Thai): MFA must counter-stamp a document that was already authenticated by the foreign embassy in Bangkok before any Thai government office (Amphoe, DOL, Land Department, MoE) will accept it.

Why foreigners in Thailand need MFA legalization
Thailand deposited its instrument of accession to the Hague Apostille Convention on 30 June 2026, with entry into force for Thailand on 28 February 2027 — but the rollout is gradual, and many destination countries still demand traditional consular legalization for civil documents issued in Thailand. The Ministry of Foreign Affairs (MFA), through its Department of Consular Affairs in Chaeng Wattana, is the only authority empowered to certify that a signature, seal, or stamp on a Thai-government-issued document is genuine. Without that MFA stamp, your home country's embassy or notarial system will not even look at the file.
Equally important is the inbound flow: when a foreigner brings a US birth certificate, a German divorce decree, or a Filipino single-status affidavit to Thailand for a visa, marriage at the Amphoe, or property transfer at the Land Department, the document must travel through two authentication layers: (1) authentication by the issuing country's government (Department of State, Auswärtiges Amt, DFA, etc.) plus its embassy in Bangkok, and (2) the Thai MFA counter-stamp confirming the embassy seal. Thai government desks reject any foreign document that lacks the MFA counter-stamp — every time, no exceptions.
Most foreigners discover this chain only after standing in line at Bang Rak District Office for a marriage registration, or at the Department of Lands for a 30-year leasehold transfer, and being turned away. Thailand and the Apostille Convention — current status and what changes
Thailand deposited its instrument of accession to the 1961 Hague Apostille Convention on 30 June 2026; the Convention enters into force for Thailand on 28 February 2027. Until that date documents still follow the existing legalization chain (Notary → Department of Consular Affairs → destination embassy).
- Phase 1 — until entry into force
Thai documents for overseas use still follow the existing chain: Notarial Services Attorney → Department of Consular Affairs legalization → destination embassy legalization.
- Phase 2 — from 28 February 2027
For Contracting Parties, a single Apostille certificate replaces destination-embassy legalization. Non-party countries keep the full legalization chain.
- Phase 3 — documents certified earlier
Documents already legalized under the old route remain usable subject to the receiving authority's rules. Always confirm document age with the receiving authority before filing.
