Which language must documents be translated into for a parent visitor visa for Singapore, and who may certify them?

The approach receiving authorities accept is this: visa supporting documents for a visa file normally follow this chain: (1) obtain an original or government-certified copy issued recently enough for the destination authority, (2) translate through a translator the destination accepts — a Department of Consular Affairs recognised translator, or a NAATI certified translator for Australia and New Zealand, (3) certification by a Thai Notarial Services Attorney where required, (4) MFA legalisation, and (5) destination embassy attestation where that is still requested.
